Can I use GATSBY Natural Bleach & Color Aqua Silver to dye salt-and-pepper hair so it’s all gray?

No.

GATSBY Natural Bleach & Color Aqua Silver is not designed to dye gray hair.

Refrain from use on gray sections of your hair, as doing so will give it a bluish-purple tint.
